I'm thinking that if the military needs to do anything this turn, it would be either reinforce the fleet in the South-West Atlantic as a precautionary measure, or begin to fortify England.
I'm probably going to need all the money I can get my hands on later in the game, so best to let others get some at first is my thought process.

I'd like the military to intercept and process refugee/transport ships from Spain if we can to prevent infected humans/animals(rats) from entering the country. Similar precautions need to be taken at the airports. So if the military could locate some ships in the channel we can fund and use them for this purpose. Same with soldiers at the airports.

We have four divisions of infantry and two divisions of Special Forces ready and waiting to help secure our borders. I'd imagine that fortifying England's borders would accomplish his stated goal of intercepting and processing Spanish refugees at the airports, yes? If so, that will take $4 million.
(Side-word about the SF - they can be air-dropped anywhere in the world one-time, but require a $4 million mission to pick them up again.)
As for the Channel, we have the First Fleet on station - 4 Frigates, 4 Destroyers. Orders cost $1 million for a frigate, and 2 for a destroyer, but the destroyer is more durable and more likely to win a fight.

I'd imagine the best thing you can do, discrider, is to give us budget amounts, and tell us what you want us to do with them. That way, we don't have to keep hoping to find you online to ask you questions.

$4 million to have a unit of Infantry fortify England, particularly airports for screening Spanish immigrants and refugees $3 million to activate one Destroyer & one Frigate to patrol the Northeast Atlantic for any vessels moving from Spain to England, for the same purpose $1 million surplus, to go to reserves unless I come up with another use for it

By the looks of it, saving will have little benefit but largely I'd just like to get a handle on where the money is going.
How does the republic of the Maldives sound btw? Seems like that would squash our issue with Argentina.

England is lucky to only have two borders - The Northern Ireland/Southern Ireland border and England/The North West Atlantic Border. Currently you are putting troops into managing refugees from everywhere that isn't Ireland itself.
The order will cause the fleet to get involved if anyone crosses into England, but not if they just hang out in the north east atlantic

Ideally we should be running our research on 4-5$ million by being research partners with another PC nation.
Hit China up, Butler. They seemed to be doing what we're doing.
It also seems ideal if we ally with Ireland. That way we can fortify their boundaries too, and prevent spread to them and then to us...

And the fleet sounds fine, as those were pretty much my instructions. Unless discrider WANTS me to start some shit in the Atlantic.
